That's a very complicated answer, just the generality of the question tells me that the first thing you need to do is hunt down some general PS tutorials and start working through them. There is no "magic solution" to process images to give this effect, it comes from lots of playing around and knowledge of the different functions of PS and what can be done with them.

Excellent color contrast with her eyes, made even better with the eyeliner... and great clarity contrast between her and the background - really makes her pop out, but allows the picture to maintain a certain level of serenity. Very well done; this is the best picture I have seen in a long time.
